MNCM Expands Scope into HIE; Rebrands as MNSHINE

October 29, 2026

MN Community Measurement (MNCM) has announced plans to expand the scope of its work from quality measurement and reporting to broader health information exchange (HIE) services. Effective November 1, it will also change its name to become the Minnesota Statewide Health Information Network and Exchange (MNSHINE).

As part of its expansion, the MNCM Board of Directors recently decided to acquire Koble-MN's health information exchange (HIE) business line from The Koble Group. Koble-MN is Minnesota’s sole certified health information organization (HIO), which is charged under Minnesota law with overseeing, governing, and facilitating health information exchange among healthcare providers that are not related healthcare entities. HIE functions are designed to improve coordination of patient care and the efficiency of healthcare delivery.

Chad Peterson, CEO of the Koble Group, will join the MNCM staff as senior vice president of HIE Services.

MNCM was founded in 2005 as a collaborative effort among Minnesota health plans and the MMA to develop and report standard quality measures.
