Key MMA Priorities Signed into Law by Gov. Walz

This week, Gov. Tim Walz signed into law several key healthcare provisions supported by the MMA.

On February 25, the Senate Health and Human Services Committee heard a financial update from Hennepin County Medical Center (HCMC).
The MMA submitted a letter, highlighting the critical role that Hennepin Healthcare plays in Minnesota’s care delivery system, both as a leading safety-net provider, and as a major teaching institution that trains many of the state’s physicians.
During the hearing, HCMC representatives shared that factors such as inadequate reimbursement, rising staffing costs, and inflation are creating significant financial pressures. The health system maintains an average of only five days of cash on hand and operates with narrow margins, meaning that even a single unexpected challenge could disrupt services and affect patient care.
“The absence of HCMC would cause a huge strain on the rest of our metro hospitals and metro trauma care,” Sen. Melissa Wiklund (DFL – Bloomington), Chair of the Senate Health and Human Services Finance Committee, said at the hearing. “We know the loss would be so significant to the whole metro area and greater Minnesota, and for all the people who depend on coming here for specialized care.”
In 2024, Hennepin Healthcare absorbed $104 million in uncompensated care, including $24 million for patients from outside Hennepin County. Federal policy changes, including House Resolution 1, are also projected to add to financial strains, potentially resulting in an estimated $1.7 billion in losses over the next 10 years.
