MMA Updates its “One Big Beautiful Bill Act” Guide

On October 7, the MMA released an updated version of its “The One Big Beautiful Bill Act (OBBBA) Resource Guide for Physicians.” The guide helps Minnesota physicians understand how the law continues to affect their practice and patients. A printable version can be found here.
The guide includes five sections that describe the law’s impact on:

The ACA Individual Market & MinnesotaCare

Medicare
-
Health Savings Accounts
-
Medical School Loan Access

The Rural Health Transformation Program
Within each section, provisions are listed in order of effective date and explained in clear language.
Some important updates included in the October 7 version of the guide include:

Medicaid (Medical Assistance) > Prohibited Payments to Select Family Planning Entities. On July 4, 2026, a one-year freeze on Medicaid funding for Planned Parenthood expired because Congress did not extend it.

Affordable Care Act (ACA) Subsidies and MinnesotaCare > Failure to Extend Enhanced Premium Subsidies > On June 24, 2026, MNsure reported that 17,000 Minnesotans dropped their MNsure coverage between January 1 and May 31, 2026.
