Firearm Safety Bills Advance in the Minnesota Senate

On March 13, the Senate Judiciary and Public Safety Committee heard several bills related to firearm reform. Among them were: 

SF 3655 (Mohamed, DFL – Minneapolis) would ban the possession of semiautomatic military-style assault weapons and large-capacity ammunition magazines. Six specialty medical societies joined the MMA in signing a letter supporting the policy. The bill was passed out of committee and referred to the Committee on Finance – the final stop before going to the Senate floor for a vote.   

A similar bill, HF 3433 (DFL-Minneapolis), was heard in the House Public Safety Finance and Policy Committee on February 24, and failed on a party-line vote. 

SF 513 (Mann, DFL – Edina) would establish a statewide Office of Gun Violence Prevention to research and reduce gun violence and firearm-related deaths, lead public health awareness campaigns, and serve as a resource for policymakers. The bill was recommended to pass and re-referred to the Committee on Health and Human Services. 

The House companion, HF 3668 (Bierman, DFL – Apple Valley), was heard in the House Health Finance and Policy Committee on March 2, and was laid over for possible inclusion in a future Health Committee omnibus bill. 

SF 3901 (Champion, DFL – Minneapolis) would establish a school safety threat assessment pilot project through the Minnesota Department of Public Safety’s Office of Justice Programs. The pilot would test technology designed to identify and respond to potential safety threats in schools, including systems that provide real-time alerts and coordinate emergency services. SF 3901 was heard on March 13, recommended to pass, and re-referred to the Committee on Finance. The House companion, HF 3753, has not yet been heard in committee. 

Other firearm safety legislation that moved out of committee on March 13 included bills to establish a violence prevention project research center, a school safety threat assessment pilot project, and an extreme risk protection orders public awareness campaign.

On April 27, the House passed a bill, with a 119-12 vote, that removes the current requirement that newly licensed Advanced Practice Registered Nurses (APRNs) complete 2,080 hours of collaborative practice with a physician as part of their postgraduate training before practicing independently.
