Commerce Seeks Physician Input on Proposed Health Insurance Benefit Mandates

October 21, 2026

The Minnesota Department of Commerce is seeking physician input on the following proposed health insurance benefit mandates:

  • coverage for Cervical Cancer Screening and Diagnostic Services
  • coverage for Dementia Treatment
  • coverage for Doula Services
  • coverage for Emergency Transport by Ground Ambulance

The request for physician input is part of a larger assessment conducted by Commerce, the Minnesota Department of Health, and Minnesota Management and Budget. Public comments will be collated with an evaluation of fiscal, economic, and public health impacts to help guide state legislators as they consider continued pursuit of these mandates.

Physician input is particularly valuable in assessing how proposed coverage requirements may affect patient access to medically necessary care, clinical decision-making, and health outcomes.

If you are interested in submitting comments, please review the request for information, then submit comments via this online form by November 30, 2026.
