State Considering 3 New Hospital Licenses

August 24, 2023

Three healthcare entities have queried the Minnesota Department of Health’s (MDH) Health Economics Program (HEP) about obtaining new hospital licenses in Minnesota. The state is currently gathering public comment on the proposals.

The three proposals include: Nobis Rehabilitation Partners, which submitted a letter of intent last winter, and on August 1, following an assessment of competing interest in their project, submitted a formal proposal for public interest review. Regency Hospital of Minneapolis/Select Medical and Allina Health have also recently submitted letters of intent to the state.

New hospital licenses in Minnesota can only be awarded after the Legislature considers a request for exception to the state’s moratorium on new hospital beds and licenses. This generally occurs following a process of considering competing interests and conducting a ‘public interest review.’

The HEP Public Interest Review website includes information on proposals and correspondence. It will be updated with more information on any projects as it becomes available.

To comment on the proposals, email health.pir@state.mn.us. Following the receipt of a complete proposal from the respective parties, MDH will announce additional ways to provide public comment.

To learn more about MDH’s public interest review process, visit the HEP Public Interest Review webpage. For questions, please contact health.pir@state.mn.us.
