Public Comment Period Regarding Insurance Mandates Open Through December 11

December 4, 2025

The Minnesota Department of Commerce (DOC) is now accepting public comments regarding proposed legislation to mandate insurance coverage of certain treatments.

Comments, which are due by December 11, can be made on eight proposals, including prohibition of step therapy protocols for diabetes treatment, prohibition of prior authorization for antineoplastic cancer treatment, coverage for imaging services for brain aneurysms, and coverage for prescription opioid alternatives, among others. More information on all of the proposals can be found here

To submit a public comment, interested physicians can fill out the form at this link. If you have already prepared a document with public comments for multiple proposals, you can upload it with your submission or email it to patricia.hearth@state.mn.us.

The DOC is directed by state statute to publish preliminary information on mandated health benefit proposals to ensure that proposals that receive a final evaluation report include input from those who may be impacted by the mandate, such as individuals, healthcare plans, and providers.
